On-street RV parking - a balanced approach
For many, an RV is more than just a vehicle—it’s home. However, long-term on-street RV parking presents challenges that impact community safety, accessibility and compliance with parking regulations. Our Parking Safety & Compliance team follows a structured five-step process that balances support, compliance and public safety while prioritizing education over enforcement.
Step one: Identify RVs of interest
We proactively monitor and respond to complaints about heavy concentrations of RVs or those used as residences. Our first approach is education—we engage early with RV owners to explain parking regulations and explore compliance options. When necessary, we coordinate with social services to assess support needs.
Step two: First notice and support services
If an RV is identified as being parked long-term in a way that violates parking regulations, we issue a first notice. This notice advises the RV owner to relocate and informs them about available social services. Social service providers are alerted to offer further assistance, ensuring a humane and community-centered response.
Step three: Second reach-out for re-engagement and notification renewal
If the RV remains in place, a second notice is issued, granting additional time for the resident to comply. At this stage, we actively work to connect them with social resources to help facilitate a legal and sustainable parking solution. Our focus remains on voluntary compliance rather than punitive measures.
Step four: Notice of intention to enforce
A final notice is provided with a strict compliance deadline. This ensures RV owners have one last opportunity to relocate before enforcement action is taken. Social services continue to be engaged until the deadline, reinforcing our education-first approach.
Step five: Final resort becomes enforcement
If the RV remains in violation beyond the final notice period, enforcement action is taken. Parking tickets are issued, and as a last resort, the vehicle may be removed. However, if the RV is moved before this final deadline, no penalties are applied. This ensures that enforcement is a last resort, not the first response.
